I am proposing an alternative representation model for all constituencies including parliament - loksabha, state legislative assemblies and panchayati raj institutions. I am putting forward a paired leadership model were each constituency will be represented by a male and a female representative at all levels.
Main Advantages
1) fair representation of both sex.
2) process continuity guaranteed in case of sudden demise of an individual in pair or in next election.
3) more time can be spend on constituency and at the same time the voice of constituency can be raised equally well at the representational house.
Main disadvantages
1) cost
2) minor election process change.
Complexities identified
1) Election
All political parties and independents have to be to file nomination in male female pairs.
1.1) Nomination rejection of one of the members
What will happen if nomination for one member is rejected owing to some reason. nomination should be resubmitted with alternative candidate or after correcting the issue identified.
1.2) voting process - voter
The voting machine and voters slip will have only party/independents symbol against which vote has to be casted. That means the voter is not casting vote individually for each candidate but for a party's candidate pair. So practically there is no change in voting process from the voters perspective.
1.3) Counting process and winner declaration
The counting and winner declaration process remains unchanged except now there is a pair of winners.
2)Parliament/Legislation/Panchayati raj institution
2.1)Members Oath:
individual oaths are taken in a paired manner for easiness And representational effectiveness
2.2) Voting
There will be only one vote per constituency so even though there are 2 representatives there will be only one vote. Here some complexity sets in the, indviduals of pair of cannot take opposite stand in voting, there will be approve, disapprove and differ options in voting machine. The first voter member will have 2 options namely approve and disapprove, after first member cast his/her option then the available option reduces to differ and choice of the first member of pair.. Differ will have strength only when the voting resulted in tie.
